What does NGC mean? And can you buy/sell coins without it?

As stated above, NGC is Numismatic Guaranty Corporation, and one of the top 3 most reputable third-party coin grading and authentication services(TPG). The other two are PCGS and ANACS. Coins in an NGC slab or any of the reputable TPG slabs generally sell better, simply becoz buyers/dealers feel more comfortable purchasing a coin that has been authenticated. But sending a coin for slabbing is not cheap($15-$30, more or less, depends) so normally only the valuable or High Grade coins are sent to TPGs. Back to your question, yes, you can buy or sell a coin without a slab, depends on the coin you’re selling or buying. If it’s a rare coin or has high value, then buy slabbed ones. Else if the coin is common or worth less than the slabbing fee then there’s no point to slab.
